Reservoir Site Selected

The Federal Energy Regulatory Commission (FERC) has issued the Final Environmental Impact Statement for the Lake Elsinore Advanced Pumped Storage (LEAPS) project. The site selected for the project is Decker Canyon in Riverside County.

The site selected by FERC staff is shown in the adjacent map.  The developers of the project had requested a site in Morrill Canyon, in Orange County.  FERC staff favored the Decker Canyon location and have appear to have prevailed.


The full Final Environmental Impact Statement (FEIS) for the project is available on the FERC website.  The referenced Executive Summary provides a good overview of the project and deliberations that led to the final decision.


Proposed transmission line alignments are included in the supplemental documents.  Because of the existence of the San Mateo Canyon Wilderness, these facilities are recommended to be routed well east and south of Rancho Carrillo before turning toward the coast.
