Hello Neighbor,

It’s been almost six months since our general meeting in September of last year. Progress is continuing on many fronts, and new items have been addressed as they have come up. As we move forward, we feel it is critical that we have your feedback, and work with clarity on the outcomes we desire as a community. Thus, we invite you to attend a mid-term informational meeting at the Community Rec Center to discuss several key topics.

The date and time of the meeting is March 20, 2008 at 7pm.

Here is a brief outline of the topics at hand:

Riverside Communications Tower

While the board has voted to decline Riverside County’s request to place a tower on the Recreation
Center lot, the county team is continuing to search for a means of placing one somewhere in or near
the community. Please see the enclosed supplemental letter for more information.

Orange County Annexation

The tower dialogue has spurred conversation that has cropped up many times in the past- let’s
become part of Orange County. Members of the community have done some very preliminary
investigation into what this would mean for us. It has potential impact in many areas: schooling,
emergency service, tax base, property value, etc.

Main Entry Gate

The road and gate committee has worked for nearly two years to outline the needs for road
improvement/maintenance and to assess strategies for improving safety and access at the gate. While
the efforts on the road are obvious, their investigations for the gate are now coming to some
conclusions. The next steps will involve enlisting professional help for design and entitlement work.

Easement Guidelines along property frontage

At the last annual meeting, we discussed the need for guidelines to follow for homeowner
improvements in the roadway easements. While hard and fast rules do not seem effective to cover the
varying situations, we have reached some conclusions.

Animal Control in community areas

Complaints have mounted regarding dogs running loose in the neighborhood. We will discuss ideas
for addressing the problem.

Please join us for this opportunity to share information and viewpoints.

Sincerely,
Your Rancho Carrillo Board of Directors
